We want to launch a nationwide debate on our place in Europe and the world. In times of multiple crises such as the war of aggression against Ukraine, climate change and anti-democratic movements rising worldwide, we want to send a clear signal!
Switzerland is part of Europe, because we share our innermost values of democracy, freedom and peace with no one else as intensely as with our neighbours.

Unfortunately, existing relations with the EU have gotten a bit long in the tooth. Although they are currently being updated, these new agreements will not last forever either. As with any relationship, it is simply not enough to talk to each other only every few decades. A commitment is needed - a fundamental decision on Europe.
We want to give a voice to the silent majority that is in favour of further developing our relations with the EU and secure our cooperation in the long term, even beyond potential Bilaterals III, IV or V, with a strong and expandable foundation.

A clear goal for active participation
The initiative has a clear, long-term goal: the federal government must safeguard the individual freedoms that we enjoy through access to the single market and the free movement of persons, and strengthen cooperation in other areas (particularly culture, education, research and climate protection). Switzerland should be able to play an active role in shaping what affects it.

Art. 54a Europäische Integration
Der Bund beteiligt sich aktiv an der europäischen Integration.
Er schliesst zu diesem Zweck völkerrechtliche Verträge mit der Europäischen Union ab, welche eine gesicherte und entwicklungsfähige Teilhabe an den Freiheiten des Europäischen Binnenmarktes und an weiteren Bereichen der europäischen Zusammenarbeit ermöglichen, insbesondere an Kultur, Bildung, Forschung, und am Schutz des Klimas.
Bund und Kantone stellen im Rahmen der geltenden Verträge den Schutz der demokratischen und föderalen Grundwerte, der natürlichen Lebensgrundlagen sowie des sozialen Ausgleichs im Gemeinwesen und auf dem Arbeitsmarkt sicher.
Übergangsbestimmungen
Art. 197 Übergangsbestimmungen zu Art. 54a (Europäische Integration)
Der Bundesrat schliesst spätestens nach der Annahme von Artikel 54a durch Volk und Stände ohne Verzögerung die notwendigen Verträge mit der Europäischen Union ab. Er legt innert 12 Monaten nach Abschluss der Verhandlungen die Verträge dem Parlament zur Genehmigung vor. Zeitgleich schlägt der Bundesrat die zur Umsetzung von Artikel 54a Absatz 3 erforderlichen Massnahmen vor. Diese stellen insbesondere sicher, dass der europäische Grundsatz gleicher Arbeitsbedingungen für gleiche Arbeit am gleichen Ort in der Schweiz wirksam und dauerhaft umgesetzt wird.
